ICE Barcelona ha reafirmado su compromiso inequívoco con el mercado del juego regulado al confirmar la creación de un Programa Regulatorio mejorado, que —según los organizadores— atraerá a unos 400 reguladores al evento de enero, frente al récord de 300 que asistieron a ICE Barcelona 2025.
Al anunciar el programa de actividades y en el contexto de los hallazgos de un informe de la European Casino Association, que calculó que el juego online ilegal le cuesta a los Estados miembros de la Unión Europea 20.000 millones de euros anuales en ingresos fiscales, la Directora del Portafolio ICE, Margaret Dunn, afirmó:
“Todas las conversaciones que mantenemos con nuestros stakeholders internacionales coinciden en confirmar la importancia que asignan a combatir el mercado ilegal, el cual representa una gran amenaza para los consumidores, los gobiernos y los operadores por igual. ICE siempre ha estado hombro con hombro con la industria y estamos utilizando la fuerza y el alcance de la marca para ayudar a acelerar una estrategia conjunta para enfrentar el juego ilegal”.
En cuanto a los detalles, explicó:
“Hemos conformado un Consejo Asesor Regulatorio que nos ha brindado información sobre cómo podemos apoyar a la industria de manera más efectiva. Con base en sus recomendaciones, hemos introducido un Programa Mejorado para Reguladores, que ofrece acceso exclusivo a la Gala ICE World Gaming, descuentos para reguladores, sesiones a puerta cerrada, almuerzos de trabajo y mucho más.
“Estamos 100 % comprometidos con el crecimiento del juego regulado en todos los verticales y en todas las jurisdicciones reguladas. Al ser el único evento que reúne a todo el ecosistema global del gaming, estamos en una posición única para ayudar a la industria a lograr cambios significativos”.
Para fomentar discusiones abiertas, la sección World Regulatory Briefing del ICE World Gaming Forum operará bajo las Reglas de Chatham House en 2026. Después del discurso inaugural y el panel, el escenario pasará a operar bajo estas reglas desde las 11:00 a. m.
La Regla de Chatham House permite a los participantes utilizar la información recibida, pero prohíbe revelar la identidad o afiliación de los ponentes o de cualquier otro participante. Se utiliza en todo el mundo para promover un diálogo abierto y honesto, creando un entorno en el que los participantes pueden expresarse libremente sin temor a que sus comentarios se les atribuyan públicamente.
Combatir el mercado ilegal y proteger a los jugadores es uno de los seis temas centrales que serán explorados, analizados, desglosados y debatidos en el ICE World Gaming Forum. El WGF examinará la dinámica entre el endurecimiento de las regulaciones del juego —incluyendo cambios fiscales, supervisión AML y restricciones publicitarias— y el resurgimiento de los mercados ilegales. También debatirá la importancia de equilibrar la protección del consumidor y la innovación para mantener competitivos los mercados legales.

ICE Barcelona aims for a record-breaking 400 regulators as the industry unites to combat illegal gambling
ICE Barcelona has reaffirmed its unequivocal commitment to the regulated gambling market by confirming the creation of an enhanced Regulatory Programme, which — according to organisers — will attract around 400 regulators to the January event, compared to the record 300 who attended ICE Barcelona 2025.
Announcing the programme of activities and in the context of findings from a European Casino Association report, which calculated that illegal online gambling costs European Union member states €20 billion in annual tax revenues, ICE Portfolio Director Margaret Dunn stated:
“All the conversations we have with our international stakeholders consistently confirm the importance they place on tackling the illegal market, which represents a major threat to consumers, governments and operators alike. ICE has always stood shoulder to shoulder with the industry, and we are using the strength and reach of the brand to help accelerate a unified strategy to confront illegal gambling.”
Regarding the specifics, she explained:
“We have established a Regulatory Advisory Board that has provided insight on how we can most effectively support the industry. Based on their recommendations, we have introduced an Enhanced Regulator Programme, which offers exclusive access to the ICE World Gaming Gala, discounts for regulators, closed-door sessions, working lunches, and much more.
“We are 100% committed to the growth of regulated gaming across all verticals and all regulated jurisdictions. As the only event that brings together the entire global gaming ecosystem, we are in a unique position to help the industry deliver meaningful change.”
To encourage open discussions, the World Regulatory Briefing section of the ICE World Gaming Forum will operate under the Chatham House Rule in 2026. After the opening keynote and panel, the stage will transition to the Chatham House Rule starting at 11:00 a.m.
The Chatham House Rule allows participants to use the information they receive but prohibits revealing the identity or affiliation of speakers or any other participant. It is used worldwide to encourage open and honest dialogue by creating an environment where participants can speak freely without fear of their comments being publicly attributed to them.
Combatting the illegal market and protecting players is one of the six core topics that will be explored, analysed, broken down and debated at the ICE World Gaming Forum. The WGF will examine the dynamic between tightening gambling regulations — including tax changes, AML scrutiny and advertising restrictions — and the resurgence of illegal markets. It will also debate the importance of balancing consumer protection and innovation to keep legal markets competitive.
